The Nelson City Physical Activity Fund (NCPAF) replaced the Hillary Commission Community Sports Fund in 2003. It aims to increase the participation in physical activity by supporting community led sports and recreation. The Fund targets mostly children and young people, but applications for all age groups are considered.

Approximately $40,000 is available each year for three funding strands. Applications closed 11 September 2009.

Three funding strands

Small Grants

Small grants are available for small projects and equipment costs that enable more people to access physical activity. The main focus of grant funding is increasing physical activity levels of young people aged 0 - 20 years. Applications that benefit young people are a priority, although other applications will be considered.

Three factors exist for allocating funding, and are listed in priority order:

  1. Starting a new project to increase physical activity undertaken by young people
  2. Enhancing an existing project to increase physical activity undertaken by young people
  3. Starting a new or enhancing an existing project to increase physical activity undertaken by any age group

Small grants are unlikely to exceed more than 50 percent of the total cost of the project.

Loans for Capital Development

Loans are limited owing to the small size of the fund. The focus of the loan funding is to improve or develop new or existing recreation facilities. Facilities include playing fields, playgrounds, courses, halls, pools, and clubrooms.

Applicants must be able to contribute to the total cost of the project, generally 50 perent of the total cost. This loan facility is not able to support facility maintenance costs.

Please note: Use the small grant application to apply for a capital development loan.

Larger grant for a 'Big Idea'

The purpose of this new grant strand is to enable NCPAF to invest in a larger project that will significantly improve the opportunities for young people to access physical activities in Nelson. Please note that there is a separate Expression of Interest process for the Big Idea Fund. 

Eligibility

Organisations can apply for NCPAF funding if:

  • The project has a physical activity component targeting young people
  • It is a not-for-profit organisation
  • It can account for organisation's funds
  • It is incompliance with the obligations of any previous NCPAF grant
  • It is not receiving funding from SPARC and its National Sports Body for the same project

Examples of what may be funded

  • Running programmes that encourage young people to take part in physical activity
  • Coach, volunteer and other staff training
  • Coaching young players, particularly at entry level
  • Community outreach activities to encourage participation
  • Equipment purchase vital to the activity
  • Tutors to teach specific skills

General exclusions for all grants and loans

The following purposes and activities do not qualify for assistance. Unsuccessful applicants must be notified why they have been declined.

  1. Activities that are not directly related to physical activity.
  2. Subscriptions, rental charges or entry fees, insurance, debt servicing
  3. Ongoing administration and/or operating costs
  4. Wages/salaries (except for a one-off payment to a tutor for volunteer or participant training)
  5. Prizes/trophies
  6. Uniforms
  7. Maintenance of facilities
  8. Team or individual travel (except for the purposes of volunteer training)
  9. Individual or elite sport activities
  10. School programmes, including home schooling (except where the application comes from a school-based sports club, or an independent sports club or organisation applies to assist extra-curriculum activities. Teacher involvement in such programmes will be viewed favorably.
  11. Any application for play facility or equipment that does not meet the standards outlined in Parts II and Ill of NZS 5828: 1986 'Specifications for Playgrounds & Playground Equipment', by Standards New Zealand.
  12. Where there are insufficient funds available, or the project is a low priority
  13. Other - here the applicant will be notified of the reason for the decline.
