The Whakatu Nelson Heritage Strategy 2006 provided for the Heritage Project Fund - a contestable fund that provides grants to the owners of heritage items, and to others who are concerned with the city’s heritage, to encourage the conservation of buildings, objects and sites of heritage value in the city

Grants are available to maintain, repair, restore, stabilise and provide advice and work for statutory seismic strengthening for buildings, objects and sites that are identified in the Nelson Resource Management Plan.

Heritage Project Fund 2011

Applications for the 2011 funding round closed on 18 February 2011.  The next funding round will be advertised in early 2012.

Who can apply?

Grant applicants must be one or more of the following:

  • owners of a heritage building, object or site listed in the Nelson Resource Management Plan
  • iwi
  • non-profit incorporated heritage groups or organisations
  • specialist bodies established to conserve or manage heritage places.

Grants are not available for the Council, Central Government or its agencies.

Grants - what you need to know

Grants of $1,000 (+GST) or more are available towards the cost of approved projects.

  •   The building, object or site must be listed in the Nelson Resource Management Plan.
  •   The building, object or site must not be owned by the Crown, Council, or its agencies.
  •   The following types of projects are eligible for funding:

(i) stabilisation, repair or restoration of original heritage fabric relating to historic buildings or structures (e.g. repairs to masonry, joinery, plaster or glazing, earthquake strengthening or fire protection); provided the work is to the standard approved by the Council;

(ii) professional services (eg. research, condition reports, conservation plans, heritage plans, conservation work specifications, management plans);

(iii) the proposed work must have all necessary Council and NZ Historic Places Trust approvals.

Funding uses regarding building conservation include:

  • water proofing
  • earthquake proofing
  • underfloor ventilation
  • one-off heritage features (e.g. provision of architraves)
  • appraisals or proposals for further funding

Assessment criteria

Applications will be assessed using the following criteria:

  • the contribution that the proposed work will make to the ongoing conservation and retention of the heritage values of the building, object or site
  • grants will be assessed as a percentage of the heritage conservation component of the work, and not the total project cost
  • the urgency of the work to maintain the heritage values of the building, object or site
  • the level of conservation standards proposed
  • the extent to which the application exhibits sound heritage management planning and includes appropriate documentation of specifications, drawings and costings or conservation plans
  • the financial and project management capacity of the applicant and/or advisors
  • applications for routine maintenance or repair to listed buildings or objects will be given low priority 

Grants awarded in the 2011 round

The 2011 round is now closed. Council received 26 applications in this round seeking a total of over $235,000 of funding from an available amount of $60,745.

While some applications did not fit the criteria there were several commendable projects that were not recommended for funding simply because of the volume and calibre of applications received.

Stabilisation and safety issues, high conservation and retention of heritage values and a level of urgency. 
Canopy is pulling away and needs attention before it falls. Significant movement in the past 12 months. High level of urgency.
Report from an engineer with heritage interest (could be done at the same time as IEP evaluation) and repairs to canopy and steps would be a more pressing measure than a Conservation Plan due to urgency.

Woodstock House

Restoration work to verandah and balcony.

High level of conservation standards and heritage management planning. 
Strong desire and intention to restore house by retaining as much of the original materials and heritage values as possible.
Verandah is an original feature. Rot is evident in woodwork under verandah (e.g. plate holding up rafters and verandah posts) although verandah is well preserved generally.
Work needs to be done to save verandah from collapse.

Good measure, risk of fire always there.  Protection would provide ongoing retention of the building’s heritage values.
Level of urgency given that if there was a fire Nelson would lose a prominent wooden building very quickly.
Sound heritage management planning and high level of financial and project management capacity.

Earthquake strengthening to chimneys.

Earthquake strengthening a valid conservation method.
Chimney is very high, cracked, leaning outwards and appears very vulnerable. Poses significant safety risk.
Great level of urgency.
Strengthening in order to save the chimney would be a good example of heritage value retention.
Fund contingent on finding a solution acceptable from a heritage perspective.

Repairs to internal guttering along Collingwood St entry and side rooms.

Waterproofing issue: evidence of seepage inside and outside of the building. Level of urgency as there is clear evidence of ingress and consequent internal damage.
Good ongoing conservation of heritage values, sound heritage management planning and high level of financial and project management capacity.
Important building for Nelson and New Zealand.
Funds requested are a small amount for a great benefit.

Substantial restoration work to date, sound heritage management planning.
Piles are at the end of their life and work is necessary.  Stabilisation issue.
Raising this corner or excavating would need some thought as ground work at the back may exacerbate slumping. Engineering advice and drainage needs consideration.

Potentially significant outcome for a relatively small sum.
Building owned by a small community group; raising capital is a challenge.

Waterproofing issue from verandah pulling away and water entering building.
Fund proportional amount towards fully repairing verandah: structural repairs, new fascias, new roofing, new connection to main part of building, rot in wood underneath verandah attachment repaired, apron flashing underneath repaired.

Some evidence of rot in underlying wood.
