Council has a financial commitment of $1.7 million, including a budgeted $100,000 contribution from Tasman District Council, for Rugby World Cup 2011, New Zealand. Here's how that expense breaks down.

Match hosting

Nelson has been awarded two games in September 2011. Expenditure in this area is budgeted at $684,700. It includes

  • general operating costs for the venue and matches
  • hire of temporary seats to place at Trafalgar Park
  • commission of a traffic management plan for Nelson to ensure safety and optimal use of allocated parking
  • provision of public toilets
  • equipment hire such as portable buildings, media booths, and marquees needed to house TV and radio commentators, coaches and statisticians
  • backup power supplies
  • signage
  • game day security
  • medical personnel
  • the training, transporting and clothing of volunteers
  • game day rubbish and recycling cleanup

Team hosting

Nelson has $429,300 budgeted expenditure available for team hosting for expenses such as:

  • training for the teams at the appropriate venues - Council must make venues suitable to the team's needs and provide space for media to work and report
  • team access to various gym facilities required for training
  • formal receptions to welcome the team(s)
  • activities for the team members in the region that introduce them to the top of the South

Costs for team accommodation and transport are being paid for by Tournament Organisers Rugby New Zealand 2011 Ltd. The maximum expenditure to Nelson City Council is $429,300.

Fan Zones, city theming and the Festival of Rugby

Budgeted expenditure in this area is $486,000 and the $100,000 commitment from Tasman District Council will go toward this budget area. Expenses will relate to putting on the Fan Zones, formerly called live sites, where Council will need to hire equipment such as big screens and technical broadcast feeds as well as public toilets. Security and parking management is also included.

The Festival of Rugby is still to be defined but will be a series of activities and events to celebrate Nelson as the birthplace of Rugby and to welcome visitors from all over the world to our region. Banners, posters, and event costs are included.

RWC 2011 activities

Council has included costs to employ one full time staff member on a fixed term basis to assist with RWC activities and $100,000 for contingency costs.
