The Land Development Manual 2010

Review of the Nelson City Council Engineering Standards 2003 began in October 2009. The new name proposed for this document is the Nelson City Council Land Development Manual 2010 (LDM).

Where are we at?

Stages 1 and 2 of the feedback process are now complete.

Stage 3 is underway with review of the feedback received from Stakeholders now completed.

The ‘final draft’ document and standard drawings will be available (see the links below) from February 2010 for Stakeholder information leading up to the questions and answers meeting for draft Plan Change 14 (PC14) in March 2010.

Review stages

The following consultation process has been proposed for the revised Manual.

Stage 1 (This is now complete - the closing date for feedback was 27 October 2009)

• Release of draft sections (excluding the Transport Section) for initial stakeholder comment, as listed above.
• Receive comments and revise draft where appropriate.

Stage 2 (This is now complete - the closing date for feedback was 15 December 2009)

• 17 Nov 2009 - Draft Transport section posted on this webpage for Stakeholder review.
• 24 Nov 2009 - NCC staff to present the draft Transport section at a workshop with Stakeholders. Workshop will be held in Council Chamber from 12:30 - 4:00pm.
• 15 Dec 2009 - Final date for Stakeholders to provide feedback on the draft Transport section.

Stage 3

• The ‘draft’ Land Development Manual will be amended following receipt of all feedback from stages 1 and 2 above. Following these amendments the manual will become the 'final amended draft'.
• Feb 2010 - The ‘final amended draft’ will be available on-line for stakeholder information in conjunction with the release of Draft Plan Change 14.

Stage 4

• March 2010 – Release the Land Development Manual (‘final amended draft’) for final public comment on its content.

• May/June 2010 – Consider feedback and provide opportunity for public to present their comments to the Plan Change Committee.
• July 2010 – Plan Change Committee adopts the final Land Development Manual and gives recommendation to full Council for it to be notified with Plan Change 14 [see footnote 1].

Stage 5

• July 2010 – Public notification of Plan Change 14 Residential Subdivision, LDM & Comprehensive Housing which will include the Land Development Manual as an externally referenced document under Clause 34, Part 3, Schedule 1 of the RMA.

Stage 6

• Feb 2011 – Hearings commence for Plan Change 14
• The Land Development Manual will have ‘legal effect’ following decisions and/or resolution of any appeals.

 1.  The LDM will not have legal effect as part of the rules in the NRMP until decisions have been made (or any appeals resolved) on the Plan Change 14 in 2011. The LDM will however be able to be considered as part of the consent process as an ‘other matter’ and weighted accordingly from the date of notification of Plan Change 14.
