The modern Elma Turner Library opened in 1990 and bears the name of the woman who campaigned for decades for free and excellent library services for Nelson. The library houses, in its reference section, some of the early books from the first library established in Nelson by the Nelson Institute.
The Elma Turner Library is named after Elma Turner, whose strong representations to the Council resulted in the Nelson Institute's library, its assets and liabilities becoming the responsibility of the Council in 1965. Ms Turner was a City Councillor from 1972-1989 and a strong advocate for improvement of library services. In March 1990, at the age of 86, she was able to be at the opening of today's modern library bearing her name.

Elma Turner Library is located off Halifax Street across from Woolworths parking lot and across Halifax from Civic House.
