The Hearings Panel, formerly the Applications Committee, conducts consent hearings under the Resource Management Act, Sale of Liquor Act, Dog Control Act and deals with other matters such as street naming.

Deals with administrative and procedural matters related to references (appeals) to the Nelson Resource Management Plan (NRMP) and any changes thereto, and Regional plans and policy statements, reports all matters that it considers may have policy or wider implication for the Council or Nelson Community, to the Council, and determines the strategy or extent of any changes or variations to decisions which Council has made on the NRMP, regional plans and policy statements, to be followed in any arbitration, mediation, or appeal before the Environment Court.

Undertakes the annual performance review of the Chief Executive and the outcome of the review and any change to remuneration shall be confirmed by the full council.

Negotiates and develops recommendations to the two Councils in respect of all statutory requirements and funding proposals pertaining to the jointly owned Council Controlled Organisations and joint ventures other than Emergency Management.

This committee is required by the Land Transport Management Act 2003 to prepare the Regional Land Transport Strategy and Regional Land Transport Programme for Nelson for subsequent approval by the Council.

Sets the general direction and priorities of the Emergency Management Group as defined in the approved Emergency Management Arrangements for Nelson-Tasman (as per the Emergency Management Plan), monitors the performance of the Co-ordinating Executive Group, approves the funding requirements for Emergency Management and associated activities (including the budget of the Emergency Management Officer) and recommend levels of funding to the two councils, set out the arrangements for declarations and terminations of states of emergency as part of the Emergency Management Plan, and appoints a Group Controller, alternate Controllers and Local Controllers.

Manages the treatment facilities comprising the Bells Island treatment plant and supporting network, efficiently and in accordance with resource consent conditions to meet the needs of its customers, and to plan for the future needs of the community in a cost efficient and environmentally sustainable manner.

Prepares, consults on, determines submissions, and implements, with Tasman District Council, a joint Regional Pest Management Strategy, and Annual Operational Plan.

Oversees the development and recommends plan change proposals to the Council for approval for formal public consultation.

Administers the Nelson Central Relief Fund, being a fund established to relieve poverty and provide assistance to persons in need of short-term financial help.

Governs the operation and plan the development of Founders Heritage Park, develops and monitors the implementation of Founders Heritage Park Strategic Plan, and reviews the Founders Heritage Park Strategic Plan as considered necessary for the approval of the Council.

Determines and implements the Council's policies in relation to the strategic management of its property holdings, considers disposal by sale or lease of rights in property belonging to the Council, oversees the management of the Council's property portfolio, and encourages by example in Council developments high quality, sustainable development within Nelson City that supports urban growth and demonstrates best practice in urban design and development that also takes into account social, environmental, economic and cultural well-being.

Oversees the profile and public relations of the Nelson City Council and encourages public participation in the decision making processes of Council.
