Council adopted the changes to the Bylaw at their meeting on DATE.

Seventy-five submissions were received on the proposed changes, and eight of those submitters spoke to the Governance Committee on 2 April. The Committee has recommended to Council to adopt the draft Bylaw. Council sought feedback on the proposed changes to the Drinking in Public Places Bylaw 2003. The changes mainly focus on the areas where drinking is prohibited.

The former drinking ban

Prior to this change to the Bylaw, Council prohibited drinking alcohol 24 hours a day, 7 days a week, in the following areas:

  • Any public place within the area bounded by and including Halifax Street, Collingwood Street, Nile Street, Trafalgar Square (Church Hill) and Rutherford Street
  • Pioneers Park
  • Anzac Park
  • The Maitai River walkways and reserves from Queen Elizabeth II Drive to Nile Street
  • Queens Gardens
  • Rutherford Park (excluding the Trafalgar Centre)
  • The central islands of Haven Road between its intersections with Halifax Street and Queen Elizabeth II Drive
  • The Lions Playground – Tahunanui Reserve

 

 

Under the changes approved in this review, the period of prohibition is from 9pm to 7am daily during daylight saving and from 7pm to 7am for the rest of the year in the following areas:

  • The Maitai Walkway and reserves (including Branford Park) from the Nile Street Bridge to the western boundary of the Waahi Takaaro Golf Course
  • Tahunanui Reserve (excluding the Lions Playground)
  • Miyazu Gardens
  • Fairfield Park
  • Trafalgar Park (excluding the Trafalgar Pavilion)

The proposed changes

The proposal was to add the following areas to the 24 hour/7 day;

  • The area of Stoke Commercial Centre bounded by and including Main Road Stoke, Songer Street,  Neale Avenue, and Poorman Valley Stream.
  • Extension of the Nelson Business District westwards to include the area bounded by Kerr Street, Gloucester Street, Pioneers Park, Haven Road, ANZAC Park and Halifax Street.

Also to add the following areas to the list that means drinking is banned from 9pm to 7am daily during daylight saving and from 7pm to 7am for the rest of the year:

  • Saxton Field Reserve
  • Isel Park
  • Broadgreen
  • Marsden Reserve
  • The Botanics Reserve
  • Paddy’s Knob
  • Green Meadows
  • Abel Tasman Statue Car Park (Tahunanui)
